The Affordable Care Act (ACA) quickly became a reality. Connecticut made the decision to keep one of the three market stabilization mechanisms, Reinsurance, as a state-based program. Other than a state agency, the federal guidelines were very clear that only a non-profit entity would have the ability to run such a program.
